  Country Programme Structure in Yemen (2007 - 2011)    
 

Population and Development component :

     This programme component is designed to respond to the national priority regarding the improvement of human capital and social protection to achieve the MDGs and to ensure that the National Population Strategy and the National Reproductive Health Strategies are implemented at national, governorate and district levels.

     To enhance the technical, managerial and institutional competencies for a results-based management of this programme component, UNFPA will support the establishment of a PSU in the Technical Secretariat of the National Population Council (NPC/TS) to maintain the national ownership of the programme and foster the ongoing decentralisation process by building the capacity at national and governorates/districts levels to. The PSU will operate according to specific terms of reference that will be developed in mutual consultation between NPC/TS, MoPIC and UNFPA, following the signature of the CPAP. It is foreseen that the PSU will facilitate programme support for results based management, and improved planning, coordination and monitoring processes, as well as advocacy, at the sector level and, on the other hand, accelerate,at the Governorate and district levels, the integration of population,reproductive health and gender in planning processes.

This programme component has two outputs:

  Output 1: Priority components of the national population and reproductive health strategy are reflected in national, sectoral and local plans, taking into consideration women’s empowerment concerns.

     This output contributes directly to the Country Programme outcome “Effective implementation of the national population and reproductive health strategy”. During the second Country Programme 2002-2006, UNFPA Yemen has assisted the Government with the establishment of National Population and Reproductive Health Strategies. UNFPA will continue its assistance with the effective implemention at national and local levels of these strategies. This output will also contribute to the MYFF outcome, (V) “Population and development linkages are taken into account in national, sub-national and sectoral policies, plans and strategies”. The output, while addressing the UNFPA Country Program Document (CPD) and the MYFF Outcomes in a direct
way, is also consistent with the UNDAF outcome: “by 2011, improved policy framework,resource allocation, and implementation capacity to bring population growth in line with development options and enable equitable access to quality basic social services”.

  Output 2: National information systems providing disaggregated population and Millennium Development Goal-related data are improved, data disseminated and utilised.

     The availability of reliable MDG and Population data leads into evidence based policy discussion and will give planners the opportunity to integrate Population and Reproductive Health Strategies into the national, sectoral and local levels for the purpose of matching population growth with the available development options. In this way this output contributes to the Country Programme at the strategy level and addresses the MYFF Outcome IV, “Improved utilisation of age- and sexdisaggregated population related data” in a direct way. The output also contributes to the above mentioned UNDAF outcome.

 

Results and Strategies :

  Output 1: Priority components of the national population and reproductive health strategy are reflected in national, sectoral and local plans, taking into consideration women’s empowerment concerns.

The main results of this output are:

  • Linkages will be established between population dynamics, development options, poverty eradication and empowerment of women;

  • Increased number of trained focal points in national, sectoral and local planning and implementing agencies that analyze and use data for the planning, monitoring and evaluation of the national population programme;

  • Development plans will address local population needs.

     The main strategies used to achieve this output and the related results are advocacy, policy dialogue, partnership, stakeholder analysis and capacity building. Specific activities will be undertaken with the line ministries and local authorities to ensure that the annual national plans at all levels reflect the provisions of the national population and Reproductive Health strategies.

     Building technical and institutional capacity of IPs will play a key role in the achievement of this output. Appointment and training of focal points at national, sectoral, and local levels will be organised in order to develop their knowledge and skills in population and reproductive health planning. Technical staff involved in the planning process in the IPs will be targeted. In addition to Governmental bodies, support will be provided to NGOs to work with communities, community leaders, and religious leaders to be able to benefit from the integration of the strategies into national and local plans.

     Monitoring mechanisms will be developed to ensure proper implementation of plans at national, sectoral and local levels. The implementation of activities under this output will also be based on promoting and strengthening partnerships to make sure that the various annual plans respond to the priorities included in the National Population and Reproductive Health Strategy.

     The results of the 2006 baseline programme review and national surveys will be used to establish the baseline to monitor and to evaluate the accomplishment of the output.

Output 2: National information systems providing disaggregated population and MDG-related data are improved, data disseminated and utilised.

The main results of this output are:

  • Capacity to collect, analyze and disseminate population data established at national, sectoral and local levels is improved;

  • Capacity of training institutions in population and data issues is improved;

  • Number of annual surveys that contain data disaggregated by sex and socioeconomic status is increased.


     One strategy to accomplish the output and the related results will be to assist in improving the capacity of national institutions to analyse and use population and reproductive health data for planning, monitoring and evaluating. A special baseline study will be conducted on the status of Population, Reproductive Health and Gender data within the National Information System.

     In addition, capacity building measures will be used to enhance selected national training institutions and universities to deliver high-quality training programmes in population and development, including demography and reproductive health statistics. Technical assistance to review and revise the existing training programmes will be covered within the programme.

     The programme will continue support for the implementation of DevInfo system as a national data system to monitor the MDGs and the third Five Year Plan. In addition, technical and institutional capacity at Governorate level will be strengthened to collect disaggregated data. At the national level, monitoring and evaluation of the progress in the main areas of social and economical development articulated in the Government’s third Five Year Plan will be strengthened.

     Under this output, the implementation of activities in selected programme areas is expected to lead to an increase in: (a) the number of completed analytical annual reports on gender, population and reproductive health at national and local levels; (b) the number of annual surveys that contain data disaggregated by sex and socio-economic status.

     The results of the 2006 baseline programme review and national surveys will be used to establish the baseline to monitor and to evaluate the accomplishment of the output.
