Organizational Setting

The primary function of the RRM/GBV coordinator is a proper coordination to ensure quality implementation of the RRM and GBV projects. For RRM: the mechanism of distributes dignity kits (UNFPA), hygiene kits (UNICEF) and ready to eat food rations (WFP) to populations fleeing fighting within 72 hours of trigger. He/She will develop strong, collaborative relationships across the organization and with external partners especially UNICEF, WFP and RRM distribution NGOs; ensure the application of effective monitoring and evaluation principles; identify gaps and challenges in RRM distribution and field resources and contribute technical knowledge to ensure effective RRM implementation. For GBV:  Insure GBV activities are well coordinated and aligned on sub-hub level, by establishing and maintaining partnership with all stakeholders. Facilitate support for UNFPA IPs for implementation of UNFPA GBV projects. Identify the potential challenges and opportunities for enhancing women protection and empowerment.

Main Tasks & Responsibilities

Under the direct supervision of the Head of Aden hub and overall guidance of the Deputy Representative, the incumbent will work in consultation with RRM Team performing the following functions:

RRM Implementation

Contribute to the inclusion of RRM issues in humanitarian needs assessments and plans at the hub level.

Receive triggers at the hub for RRM distribution and coordinates with partners to initiate distribution.

Coordinate forecasting of adequate amounts of RRM kits for the three leading RRM partners i.e. UNFPA, UNICEF and WFP at the hub level.

Prepare SRFs for the logistic cluster to release the stock from the warehouse to the partner’s warehouses at the hub level.

Work closely with the logistic cluster to address any gaps/delays for the stock storage and delivery at field level.

Follow-up with partner UN Agencies, clusters, NGO distributing partners and NAMCHA on the Rapid Response Mechanism (RRM) implementation.

In collaboration with Government counterparts and authorities, NGOs, UN and other partners, contributes substantively to the formulation and design of the humanitarian interventions and the component projects in line with identified needs and according to UNFPA programme policies and procedures. Ensures quality of programme / project design incorporating lessons learned, newly developed policies and best practices with strong emphasis on establishing appropriate execution and monitoring mechanisms and systems

Coordination and Partnership:

Convene regular meetings at the hub level for RRM distributors to discuss updates, challenges and gaps for the project implementation.

Attend relevant inter-agency meetings at the hub level where RRM updates are required

Establish a close working relationships with government and relevant authorities

Maintain good relationship with the RRM distributing IPs and community leaders at the hub.

Follow up with the RRM distributing IPs to share daily updates.

Ensure inclusiveness for the all the target beneficiaries.

Maintain formal and non-formal resources for the IDPs movement and conduct information triangulation before sharing it.

Monitoring and reporting:

Contribute to the monitoring and distribution of the RRM kits to the end- users at the hub level.

Provide regular updates to RRM partners on the progress of implementation and challenges being encountered at the hub level.

Monitor and analyze the field developments based on triggers and other sources to track the IDPs trends for proper planning to delivery emergency response.

Contribute to periodic reports including SitReps on the status of RRM implementation. 

Conduct field visits to distribution sites for spot check.

Leading the GBV working groups at the hub level

Strengthening the coordination and information sharing Mechanism

Strengthening the GBV assessments and information system

Mainstreaming GBV into other cluster/sector

Support the development of Interagency Standard Operating Procedure (SOPs);

Strengthen the capacity of GBV partners;

Influencing/ Advocacy

GBV Programme Support

Mapping of available services and actors who can support GBV survivors, including in the health, psychosocial, legal and security sectors;

Mapping of partners conducted in the hub, looking at the report and meet with partners at the governorate level to: Identify the weaknesses and the strengths of partners , Come up with actions to be supported from the national level;

Coordinate with UNFPA partners at the field level on reporting for 3w’s and submit quarterly reports from hub level on the activities implemented by the partners identify the gaps and give appropriate recommendations.

Support comprehensive multi-sectorial services for GBV survivors for prioritization in funding allocations at the hub level, proactively engage in the MIRA process to ensure attention to GBV issues and any other assessments so as to ensure GBV issues are included;

Support and advocate for survivors’ access to multi-sectoral care in the health and psychosocial sectors through direct programming, referrals and community sensitization

Collate all relevant secondary data to identify potential risks for GBV, including vulnerable groups and risk mitigation measures;

Include locally-relevant items in dignity kits that may mitigate GBV risks; use opportunity of dignity kit distribution to promote GBV prevention messages and information on GBV services;

Develop the capacities of actors to prevent and respond to GBV in line with global best practices;

Collect and generate human interest stories including photos;

Introducing and implementing Income Generating Programs to vulnerable women and girls HHHs;

Use any opportunity to advocate for allocation of adequate resources to scale up UNFPA GBV programming

Continuously assess and monitor the quality of the response and quality of service delivery including the rational use of RH kits and support the training of service providers as necessary;

Contribute to periodic reports including SitReps on the status of RRM implementation. 

Conduct field visits to distribution sites for spot check.

Any Other Duties

Perform any other duties as required by the supervisor

 

Qualifications and Experience

Education

Bachelor/ Diploma or advance qualifications in international relations/humanitarian law, social anthropology or related fields;

Knowledge and Experience:

A minimum of 5 years of experience in humanitarian and relief operations specially in emergency response.

Experience in emergency response for IDPs is essential.

Knowledge and understanding of UN humanitarian relief operations and procedures is essential.

Good knowledge for the assigned geographic scope is essential.

Knowledge of basic computer skills is required.

Languages:

Fluency in Arabic and Good working English is required.
