TERMS OF REFERENCE  (to be completed by Hiring Office)

Hiring Office:

UNFPA CO, Sana’a, Yemen

 

Purpose of consultancy:

. The primary function of the Humanitarian Associate for RRM will be to ensure quality implementation of the RRM. The mechanism distributes dignity kits (UNFPA), hygiene kits (UNICEF) and ready to eat food rations (WFP) to populations fleeing fighting within 72 hours of trigger. He/She will develop strong, collaborative relationships across the organization and with external partners especially UNICEF, WFP and RRM distribution NGOs; ensure the application of effective monitoring and evaluation principles; identify gaps and challenges in RRM distribution and field resources and contribute technical knowledge to ensure effective RRM implementation.

Scope of work:

       RRM Implementation

  • Contribute to the inclusion of RRM issues in humanitarian needs assessments and plans at the hub level.
  • Receive triggers at the hub for RRM distribution and coordinates with partners to initiate distribution.
  • Coordinate forecasting of adequate amounts of RRM kits for the three leading RRM partners i.e. UNFPA, UNICEF and WFP at the hub level.
  • Prepare SRFs for the logistic cluster to release the stock from the warehouse to the partner’s warehouses at the hub level.
  • Work closely with the logistic cluster to address any gaps/delays for the stock storage and delivery at field level.

Coordination and Partnership:

  • Convene regular meetings at the hub level for RRM distributors to discuss updates, challenges and gaps for the project implementation.
  • Attend relevant inter-agency meetings at the hub level where RRM updates are required
  • Establish a close working relationships with government and relevant authorities
  • Maintain good relationship with the RRM distributing IPs and community leaders at the hub.
  • Follow up with the RRM distributing IPs to share daily updates.
  • Ensure inclusiveness for the all the target beneficiaries.
  • Maintain formal and non-formal resources for the IDPs movement and conduct information triangulation before sharing it.

 

Monitoring and reporting:

  • Contribute to the monitoring and distribution of the RRM kits to the end- users at the hub level.
  • Provide regular updates to RRM partners on the progress of implementation and challenges being encountered at the hub level.
  • Monitor and analyze the field developments based on triggers and other sources to track the IDPs trends for proper planning to delivery emergency response.
  • Contribute to periodic reports including SitReps on the status of RRM implementation. 
  • Conduct field visits to distribution sites for spot check.

  • Perform any other duties as required by the supervisor

Duration and working schedule:

6 Months

 

Place where services are to be delivered:

Filed visits to four governorates in Hodeida hub. 

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

 

 

 

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

 

  • Contribute to periodic weekly and monthly reports including SitReps on the status of RRM implementation electronic submission of the reports (if not requested differently).

Expected travel:

Consultant is expected to travel to all above mentioned governorates.
