Job Description
The purpose of this consultancy is to have a Thematic Expert - Gender Equality and Women’s Empowerment (GEWE) to work closely with the Team Leader, another Thematic Expert and the Young and Emerging Evaluator to carry out the Country Programme evaluation of UNFPA in Yemen, 2015-2022.

Purpose of consultancy:The purpose of this consultancy is to have a Thematic Expert - Gender Equality and Women’s Empowerment (GEWE) to work closely with the Team Leader, another Thematic Expert and the Young and Emerging Evaluator to carry out the Country Programme evaluation of UNFPA in Yemen, 2015-2022.
Scope of work:

As the Thematic Expert–GEWE of this evaluation, the consultant is expected to:
Contribute to the evaluation in all its phases, including but not limited to the preparation and design of evaluation methodology including preparation of evaluation matrix, data collection tools, questionnaire, and protocols.
Participate in the data collection and analysis (as planned in the inception report), including the conduct of Key informants interviews and Focus group Discussions (in Yemen);
Take part in all planned meetings for this evaluation;
Provide inputs into the Inception Report and substantively contribute to the final evaluation report (drafts and final versions);
Contribute to all the deliverables as stated in the Terms of Reference to ensure high quality, in line with UNFPA quality assurance and assessment guidelines, the UNEG Norms and Standards, and UNEG Guidance on Integrating Human Rights and Gender Equality in Evaluation.
Duration and working schedule: November 2023 to August 2024

Home based/remote;
A 2-week field mission in Yemen during the field phase

Inception report (draft and final)
(PowerPoint) Presentation of debriefing after field mission

Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The key deliverables of the evaluation will be subject to UNFPA evaluation quality assurance and assessment guidance as well as UNEG standards and norms. The evaluation report will undergo an ex-post quality assessment by an external assessor.
The Evaluation Manager will manage and monitor the progress of the evaluation. Payment will be released upon approval of the respective deliverables.
Supervisory arrangements: Reporting to the Team Leader
Expected travel:Travel is expected to take place to different locations in Yemen for field visits.
Required expertise, qualifications and competencies, including language requirements:
Minimum qualifications required:
Master’s degree in women/gender studies, human rights law, social sciences, development studies or a related field.
5-7 years of experience in conducting evaluations, reviews, assessments, research studies or M&E work in the field of international development and/or humanitarian assistance.
Substantive knowledge on gender equality and the empowerment of women and girls, GBV and other harmful practices, such as female genital mutilation, early, child and forced marriage, and surrounding issues .
Good knowledge of humanitarian strategies, policies, frameworks and international humanitarian law and humanitarian principles, as well as the international humanitarian architecture and coordination mechanisms.
Ability to ensure ethics and integrity of the evaluation process, including confidentiality and the principle of do no harm.
Ability to consistently integrate human rights and gender perspectives in all phases of the evaluation process.
Solid knowledge of evaluation approaches and methodology and demonstrated ability to apply both qualitative and quantitative data collection methods.
Excellent analytical and problem-solving skills.
Experience working with a multidisciplinary team of experts.
Excellent interpersonal and communication skills (written and spoken).
Work experience in/good knowledge of the national development context of Yemen.
Familiarity with UNFPA or other United Nations organizations’ mandates and activities will be an advantage.
Fluent in written and spoken English (Arabic will be asset).
