Job Description

The Position:

This position reports directly to the Head of the Aden Sub-Office, receiving dotted technical guidance from program specialists in Aden and from the country office. Under the overall supervision of the UNFPA Representative and the direct  guidance of the Deputy Representative, the incumbent is responsible for
providing programmatic coordination, representation, and oversight monitoring on area-based approach programming in Taiz.

Job Purpose:

The candidate will play a crucial role in supporting the intersection of humanitarian development and peace by facilitating projects focused on strengthening systems and area-based approaches. This includes, but is not limited to, areas such as maternal and reproductive health, gender-based violence, youth and peacebuilding initiatives, as well as population and evidence-based generation and dissemination. This involvement will entail enhancing collaboration and partnerships between UNFPA and local authorities, communities, opinion leaders, and other United Nations entities and donors. He/She will apply established systems and procedures and assist in the creation of knowledge by compiling, synthesizing, and analyzing relevant information, developing appropriate mechanisms and systems, and ensuring compliance with procedures. The incumbent will scan the programmatic entry point for UNFPA and advise the Deputy Representative, Head of Offices on possible interventions in terms of area-based approaches across the governorates.

You would be responsible for:

The Liaison Officer's role and responsibilities:

  • Coordinate and communicate with the authorities, stakeholders, and relevant authorities during all program phases.
  • Ensure the provision of inputs to Aden and Sana’a on the priority programming in line with the Area-Based Programme plans in coordination with the relevant authorities.
  • Work and coordinate UNFPA projects to obtain the necessary permits for program implementation
  • Ensure effective coordination, and representation for effective and efficient implementation, monitoring, and partnership building related to area-based approaches.
  • Develop periodic and interim plans to control the progress of program activities and field visits.
  • Coordinate and supervise all program activities in Taiz, evaluating progress in implementing activities against plans on a monthly basis, and taking corrective action when required.
  • Monitor, and evaluate the level of implementation by conducting field visits at least monthly to all targeted project sites and inform your supervisor, relevant thematic leads and authorities.
  • Contribute to planning and raising gaps to the program management to contribute to creating new opportunities for partnerships and raising proposals for the development of new programs related to area-based approach.
  • Identify and suggest the development of new programs as necessary based on need.
  • Plan and implement training and capacity-building activities for project staff in the field under the supervision of program management.
  • Ensure smooth implementation and proper operation of project delivery.
  • Prepare and submit technical and narrative reports (monthly- quarterly, and annually) with pictures and success stories for all program activities in a timely manner in compliance with the organization's policies, and donors’ guidelines.
  • Ensure all project activities are well-documented and archived
  • Upload statistical reports and update them on a weekly basis, according to the template supported by pictures.
  • Participate in all coordination meetings related to Humanitarian,
  • Development Peace Nexus (HDPNx), ... etc.).
  • Provide project management with necessary feedback and proposals to develop policies, mechanisms, and work procedures that accelerate the implementation of activities and improve outputs based on lessons learned.
  • Commitment to the organization's policies.
  • Any other duties as requested by the direct supervisor.

Qualifications and Experience: 

Education:  

  • Advanced degree in public health, international relations, community
    development, or equivalent is desirable,

Knowledge and Experience: 

  • At least five years of experience in health system strengthening, Population and
    Development.
  •  Demonstrated experience coordinating area based programming.
  • Demonstrated experience working with Government officials.
  •  Demonstrated knowledge of reproductive health issues and/or protection issues in humanitarian settings, and of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
  •  Strong Training and supervision experience required.
  • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources.
  •  Strong interpersonal skills. 

Languages: 

  • Proficiency in English and Arabic.
