Job Description.

 
The Position:
The National GBV AoR & RRM Analyst will be located in Aden Yemen and report to the UNFPA GBV and RRM Specialists and to the Head of Aden Office.

Job Purpose:
The National GBV AoR (AOR) Analyst’s duties include ensuring implementation of the cluster core coordination functions and key deliverables by the AOR; building and sustaining partnerships, strategic planning, capacity development, advocacy, and ensuring there is safe and ethical information management. The AOR Analyst will use the IASC’s Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action: Reducing Risk, Promoting Resilience, and Aiding Recovery, the GBV Area of Responsibility’s Handbook for Coordination of GBV Interventions in Emergencies (2019), UNFPA’s Managing GBV Programmes in Emergencies Guide and The Inter-Agency Minimum Standards for GBV in Emergencies Programming (2019) to facilitate planning, coordination, monitoring and evaluation of inter-agency GBV initiatives.
Furthermore, the incumbent will ensure that activities under the Rapid Response Mechanism ( RRM) are in a proper coordination to ensure quality implementation of the RRM. The mechanism distributes dignity kits (UNFPA), hygiene kits (UNICEF) and ready to eat food rations (WFP) to populations fleeing fighting within 72 hours of trigger. He/She will develop strong, collaborative relationships across the organization and with external partners especially UNICEF, WFP and RRM distribution NGOs; ensure the application of effective monitoring and evaluation principles; identify gaps and challenges in RRM distribution and field resources and contribute technical knowledge to ensure effective RRM implementation.
 
You would be responsible for:
Program implementation (GBV & RRM)
  • Facilitate inter-agency, multi-sectoral GBV-AoR at national and sub-national levels. Promote, respect and ensure that the Principles of Partnership are reflected in the day-to-day work of the AOR. Establish result-oriented, two-way communication channels between national and sub-national AOR to ensure a standardized response to GBV.
  • Contribute to the inclusion of RRM issues in humanitarian needs assessments and plans at the hub level.
  • Receive triggers at the hub for RRM distribution and coordinate with partners to initiate distribution.
  • Coordinate forecasting of adequate amounts of RRM kits for the three leading RRM partners i.e. UNFPA, UNICEF, and WFP at the hub level. 
  • Prepare SRFs for the logistic cluster to release the stock from the warehouse to the partner’s warehouses at the hub level.
  • Work closely with the logistic cluster to address any gaps/delays for the stock storage and delivery at the field level.
  • In collaboration with Government counterparts and authorities, NGOs, UN and other partners contribute substantively to the formulation and design of humanitarian interventions and component projects in line with identified needs and according to UNFPA program policies and procedures. Ensures quality of program/project design incorporating lessons learned, newly developed policies and best practices with strong emphasis on establishing appropriate execution and monitoring mechanisms and systems.
  • Follow-up with partner UN Agencies, clusters, NGO distributing partners and NAMCHA on the Rapid Response Mechanism (RRM) implementation.
Coordination and Partnership (GBV & RRM):
  • Proactively engage with all relevant stakeholders to ensure coordination bodies reflect the range of actors addressing GBV, including across multiple sectors (health, psychosocial, legal, security, etc.) and categories of actors (UN, NGO, civil society, government, etc.). As feasible, engage UN missions that may be active in addressing GBV, including but not limited to ensuring inter-agency inputs related to GBV service provision to the annual Secretary General’s report on conflict related to all forms of violence.
  • Convene regular meetings at the hub level for RRM distributors to discuss updates, challenges, and gaps for the project implementation.
  • Attend relevant inter-agency meetings at the hub level where RRM updates are required.
  • Establish a close working relationship with the government and relevant authorities.
  • Maintain good relationships with the RRM distributing IPs and community leaders at the hub. 
  • Follow up with the RRM distributing IPs to share daily updates.
  • Ensure inclusiveness for all the target beneficiaries. 
  • Maintain formal and non-formal resources for the IDPs movement and conduct information triangulation before sharing it.
Capacity Development:
  • Work with partners to develop an inter-agency GBV capacity development strategy that meets the needs and priorities of key national and local stakeholders to facilitate implementation of the agreed work plan and preparedness.
  • Revise existing training materials according to local context and ensure partners’ access to relevant training sessions.
Monitoring and reporting:
  • Contribute to the monitoring and distribution of the RRM kits to the end- users at the hub level.
  • Provide regular updates to RRM partners on the implementation progress and challenges encountered at the hub level.
  • Monitor and analyze the field developments based on triggers and other sources to track the IDPs trends for proper planning to deliver emergency response.
  • Contribute to periodic reports including SitReps on the status of RRM implementation. 
  • Conduct field visits to distribution sites for spot check.
Any Other Duties:
  • Perform any other duties as required by the supervisor.
 
Qualifications and Experience: 
  • Education:  Advanced degree in international relations/humanitarian law, social anthropology or related fields; or bachelor’s degree.
 
Knowledge and Experience: 
  • A minimum of 5 years of experience in humanitarian and relief operations specially in emergency response.
  • Experience in emergency response for IDPs is essential.
  • Knowledge and understanding of UN humanitarian relief operations and procedures is essential.
  • Good knowledge for the assigned geographic scope is essential.
  • Knowledge of basic computer skills is required.
Languages: 
  • Fluency in English and Arabic are required.

To maintain collaborative relationships with Humanitarian Specialist for GBV and RRM, the Humanitarian coordinator, GBV AoR partners, and RRM distribution partners, the Logistics Cluster, UN agencies, Government and de-facto authorities, AoR leads, UNFPA hub and CO colleagues, other humanitarian I/NGOs and community leaders operating in the area of responsibility.
