Job Description

 

The Position:

UNFPA Yemen is the lead UN agency for the GBV AoR as well as the Rapid Response Mechanism (RRM) coordination at the national and sub-national levels. The GBV sub-sector/ AoR aims to address both immediate humanitarian service delivery needs and action to risk-mitigate, prevent, and respond to GBV, and coordination with other development forums to address longer-term development of services, systems, and structures to protect the affected population from GBV including harmful traditional practices. 

After the emergence of the crisis in Yemen, the UN has adopted a decentralized approach of opening operational hubs with a view to having a wider coverage of providing humanitarian aid to the affected population. The GBV Sub-sector operates at the national and sub-national levels, to coordinate the implementation of UNFPA and GBV AoR multi-sectoral programming interventions.  This also includes building the capacity of actors to effectively address GBV, identifying and mobilizing interventions that address risks and vulnerabilities to GBV, advocating for GBV risk-reduction in the context of all humanitarian action, filling service-level gaps to ensure a comprehensive response, and establishing multi-sectoral referral systems for survivors at hubs level. 

 As lead of the GBV AoR and Rapid Response Mechanism (RRM), UNFPA continues to improve service delivery as well as survivors’ access to seeking services by promoting partnership and synergies. Using a survivor-centered and rights-based approach, with an overarching objective to develop effective and inclusive protection mechanisms, UNFPA aims to further promote a coherent, comprehensive, and coordinated approach to GBV at the hubs level, including prevention, care, support, recovery, and efforts to enhance survivors’ resilience.  Given this context, UNFPA is seeking to recruit and deploy a qualified GBV/RRM Coordinator who will be based in the UN Ibb Hub, with duties and responsibilities listed below: 

 

Duties and Responsibilities

Under the direct supervision of the UNFPA Ibb hub head of the office and with technical supervisory support from the International GBV Programme Coordinator, the GBV Sub Cluster Coordinator and the Humanitarian RRM Specialist and overall guidance of the Deputy Representative based in Sana’a, the incumbent will be expected to perform the following functions:

 

GBV Coordination 

  1.  Leading the GBV working groups at the hub level 
  2.  Strengthening the coordination and information-sharing Mechanism
  3.  Provide a forum for sharing information on activities, identifying needs and gaps concerning the prevention of and response to GBV, and planning inter-agency GBV activities at the hub level.
  4.  Liaise with relevant cluster/sectors to ensure that GBV issues are integrated across all clusters/humanitarian response efforts.
  5. Support the national GBV AoR in the HNO and HRP processes.
  6. Strengthening the GBV assessments and Information Management System 
  7. Support other clustered to do mainstreaming GBV into their respective cluster/sector using the IASC Guidelines for integrating GBV.
  8. Support the development of Interagency GBV Standard Operating Procedure (SOPs) and the referral mechanisms for GBV in the respective hub.
  9. Strengthen the capacity of GBV partners on GBV minimum standards, IASC Guidelines and prioritized topics.
  10. Supervise the implementation of GBV programming.
  11. Support the national GBV AoR in advocacy and resource mobilization efforts for the GBV programming.
  12. Prepare activity reports including quarterly reports for the activities conducted in the hub.

 

RRM Coordination:

  1. Oversee the overall implementation, monitoring and evaluation of the RRM activities and ensure that responses are in-line with the UNFPA programming principles and work plans objectives. 
  2. Work closely with the RRM implementing partners to ensure RRM implementation is carried out as planned and updated on a daily, weekly and monthly basis. 
  3. Conduct periodic field visits to lead or assist partners with needs or situation analysis, assessments, problem solving, donor compliance and technical best practices as well as regular M&E field visits to track progress of RRM interventions. 
  4. Monitor progress, capture achievements made, challenges faced, promote best practices and share human stories with the program and communication team for impact visibility. 
  5. Support in reviewing the assessments and baseline reports, which will help in preparing background information and data for the design of programs and projects. 

 

GBV and RRM Programme Support 

  1. Mapping of available services and actors to support GBV survivors, including in health, psychosocial, legal and security sectors.
  2. Mapping of partners operational in the Ibb hub, reviewing reports, meet with partners at the governorate level to: Identify weaknesses and strengths of partners, draft action planS to be supported by the national level. 
  3. Coordinate with UNFPA partners at the field level on reporting for the 5W’s and submit quarterly reports on activities implemented by the partners identifying the gaps and suggesting appropriate recommendations.
  4. Support delivery of comprehensive multi-sectorial services for GBV survivors for prioritization in funding allocations at the hub level, proactively engage in the MIRA process to ensure attention to GBV issues and any other assessments so as to ensure GBV issues are included.
  5. Support and advocate for survivors’ access to multi-sectoral care in the health and psychosocial sectors through direct programming, referrals and community sensitization
  6. Collate all relevant secondary data to identify potential risks for GBV, including vulnerable groups and risk mitigation measures.
  7. Include locally relevant items in dignity kits that may mitigate GBV risks; use opportunity of dignity kit distribution through the RRM program to promote GBV prevention messages and information on GBV services.
  8. Develop the capacities of actors to prevent and respond to GBV in line with the global best practices.
  9. Collect and generate human interest stories with supportive photos.
  10. Supervise the implementation of the Income Generating Programs to vulnerable women and girls HHHs through the Women Girls Safe Spaces.
  11. Use any opportunity to advocate for allocation of adequate resources to scale up UNFPA GBV and RRM programming.
  12. Approve the distribution of RRM kits to the enrolled caseloads. 
  13. Monitor new displacement in the Ibb hub and coordinate the responses in frontline areas intersecting with other hubs. 
  14. Mobilize RRM IPs to respond to new displacements within 72hrs from receiving the alerts.
  15. Coordinate and update the interagency forum on the displacement’s trends and the RRM responses.

Qualifications and experience requirements

  • Preferably a master’s degree in medicine, social sciences preferably in social work, psychology, sociology, humanitarian, demography or other related fields. Bachelor’s degree may be considered on an exceptional basis provided the candidate has strong relevant experience in GBV coordination and programming.
  • At least four years of progressive working experience in medicine, social sciences, humanitarian or demography; experience of working with the UN is an advantage.
  • Proficiency in current office software applications and advanced Excel skills (e.g. pivot tables, functions, etc.)
  • Excellent report writing skills.
  • Fluency in English and Arabic.
