Job Description

The Position:

UNFPA has consistently advocated for putting reproductive health (RH) interventions at the heart of its humanitarian intervention and having a strong emphasis on the humanitarian agenda in Yemen. Within this context, UNFPA not only focuses on life-saving treatment and care but also on protection and prevention measures that respond to the call for maintaining human dignity, even in crisis situations. After the emergence of the crisis in Yemen, the UN has adopted a decentralized approach of opening operational hubs with a view to have wider coverage of providing humanitarian aid to the affected population. UNFPA is among the UN Agencies that are striving to strengthen its presence in area operational hubs with a view to improving UNFPA’s humanitarian coordinated assistance to the women and young girls’ needs on the response, mitigation, and prevention of gender-based violence. In order to strengthen UNFPA’s presence in area hubs and improve UNFPA’s humanitarian coordinated assistance to the women and young girls’ needs on reproductive health services UNFPA is seeking to recruit and deploy RH Coordinator in Marib sub hub.

Duties and Responsibilities

Under the direct supervision of the Head of the Aden hub and overall guidance of the Deputy Representative, the incumbent will work in consultation with RH Team (International RH Coordinator, RHCS Programme Analyst, and RH/ MH Programme Analyst) based in Sana’a and perform the following functions:

RH Coordination 

  • Coordinate, communicate, and collaborate with the health cluster coordinator and actively participate in health coordination meetings, providing information and rising strategic and technical issues and concerns.
  • Conduct regular RH stakeholder meetings at sub-national levels to identify gaps and propose solutions and strategize the implementation of the MISP and to provide MISP resource materials.
  • Strengthen coordination at the sub-national level and work closely with the Government Health Officials in Marib to foster the transition from humanitarian towards development. 
  • Supporting the evaluation of humanitarian development peace nexus in activities for reproductive health including but not limited to midwifery by establishing ways to assess achievement and recommending corrective action as required. 
  • Conduct field visits; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
  • Ensure regular communication among all levels and report back to the health cluster on key conclusions, challenges requiring resolution (e.g., policy or other barriers that restrict the population's access to RH services)
  • Identify synergies and gaps and avoid duplication of efforts and parallel structures.
  • Provide technical and operational guidance to IPs on MISP implementation, including clinical management of rape (CMR) and audience-specific orientation sessions when and where feasible (e.g. for service providers, community health workers, program staff, and the affected population, including adolescents).
  • Support partners to provide quality RH services by promoting and/or training service providers on the use of existing national standards and guidelines.
  • Liaise with other sectors (protection, water and sanitation, community services, camp coordination, etc.) addressing RH-related concerns.
  • Support health partners to seek RH funding through humanitarian planning processes and appeals in coordination with the health sector/cluster.
  • Ensure RH issues are fully integrated in the health cluster strategies and response plans.
  • Strengthen evidence generation and advocacy for RH in Yemen Crisis.

 

RH Programme

  • Verify/ confirm existing stocks available of RH kits, and RH commodities and develop needs-based requests to the Sana’a office.
  • Engage sexual and reproductive health partners and their capacities to implement the MISP.
  • Develop the capacity of humanitarian actors to implement MISP for RH
  • Actively participate in multi-cluster/sector initial rapid assessment (MIRA) or at minimum participate and engage in health rapid assessment component to identify needs and scale of response needed.
  • Contribute to the development of CERF, and other proposals to address RH needs.
  • Assess the capacity of health facilities to carry out basic and comprehensive emergency obstetric care and facilitate the set-up of service delivery points if they do not exist and undertake to cost the activities that are required for appropriate response.
  • Collect service delivery data (sex and age disaggregated) and any additional information and data needed for providing up-to-date or the most current picture of the situation of sexual and reproductive health and identify gaps in services or information.
  • Establish measures to protect affected populations, particularly women and girls and avails clinical care for survivors of rape.
  • Engage with adolescent service providers and address the special need of adolescents for sexual and reproductive health (services and information).
  • Promote the availability of free condoms and ensure safe blood transfusion.
  • Facilitate distribution of clean delivery kits and safe deliveries, deployment of community midwives and mobile team based on the country context and humanitarian situation.
  • Initiate the establishment of a - /Maternal referral system to manage obstetric emergencies.
  • Set up a system for data collection, monitoring, and reporting on the UNFPA program implantation, including the use of reproductive health kits and the number of beneficiaries reached.
  • Continuously assess and monitor the quality of the response and quality of service delivery including the rational use of RH kits and support the training of service providers as necessary.
  • Supporting the Ministry of Health to implement the new reproductive health strategic plan.
  • Supporting advocacy and resource mobilization efforts of the CO, by establishing and maintaining a network of donor and public information contacts. 
  • Assisting with organizing and conducting donor field visits and public events, including preparing relevant background material for these events.
  • Work closely with Government counterparts, UN agencies, NGOs, and Civil Society institutions at national and provincial levels, to promote an integrated approach and implementation of Country Programme interventions in the area of Reproductive Health.
  • Interact with key stakeholders and maintain a solid network of partners involved in RH activities in Marib.
  • Participate in the planning of national capacity-building activities and coordinate training as per the planned schedule.
  • In liaison with the MoPHP establish support supervision and technical backstopping systems to continuously monitor, coach, assess competence levels, and develop and implement improvement action plans for the Community Midwives.
  • Strengthen evidence-based programming and policy dialogue to improve the implementation of the Yemen National Health Development Plan.
  • Contribute to periodic reports including SitReps and donor reports on the status of RH implementation. 
  • Contribute to proposal writing.
  • Conduct field visits to distribution sites for spot checks.

Qualifications and experience requirements

  • Preferably a master’s degree in medicine, social science, humanitarian, demography or another related field. Bachelor's degree may be considered on an exceptional basis.
  • At least four years of progressive working experience in medicine/ public health, social science, humanitarian, or demography; experience working with the UN is an advantage.
  • Proficiency in current office software applications and advanced Excel skills (e.g. pivot tables, functions, etc.)
  • Excellent report writing skills.
  • Fluency in English and Arabic.
